Sometimes a person feels like they don't belong anywhere. Hermione felt like she didn't belong in the Magic world, or the Muggle world. She had regrets, and she had made mistakes, but all she wanted was to belong... somewhere, anywhere. Draco could help her belong, if she would only let him.
